Scarborough Public Safety Complex

The Town of Scarborough has seen tremendous growth over the last two or three decades, being a suburb of Portland. The town had outgrown its existing Public Safety building where police, fire and rescue are based for the town. The site chosen was diagonal to the existing building and adjacent to Town Hall in a central part of Scarborough. R.J. Grondin & Sons was chosen by the general contractor to perform all the commercial site work for the new 53,000 square foot building. The project began by first demolishing and disposing of three old, existing houses and then clearing trees. After that, the site was stripped of most topsoils in preparation to blast 20,000 cubic yards of ledge in order to level the site for the building and all utilities. Once the blasting was complete, the building work and all underground utilities installations could commence, including a 18,000 square foot underground stormwater treatment basin. The site also included 1,400 feet of new 16” water main installation along the new loop road for the Portland Water District, creating a loop system for redundancies which the district prefers. The site also includes a 23-foot-high by 160-foot-wide precast block retaining wall, which is one of the larger ones in the area. The site work was delivered to the town within budget and ahead of schedule.
